Right of people’s ownership is carried out by the State. Our Party is the ruling party, the party which directs society mainly by the State and through the State; therefore, the top concern of the Party and the people is building socialist legitimate state which is really of people, by the people, for the people, which is pure, strong and manages effectively in the terms of economy, social affairs, security, and internal and external affairs.  In implementing the Party’s policies in recent years, building socialist legitimate State is prompted and gains the positive achievements, organizing State machinery is more and more complete, methods of the State are improved, State manages mainly by law, programming strategy, mechanism, policy, and resources. Moreover, orders which intervene directly in economy are cut down.  Economic effect is raised and met better requirements of innovation, development of socialist-oriented market economy, modernization and industrialization, international integration, State building and protection.  Parliament is consolidated on organization, method of operation has many innovations, operating qualify is enhanced, law building is strengthened, discussion to deciding plan of socio-economic development, budget forecast and national key projects are more substantial and qualitative.</blockquote>
